David Tolnay	639a8c1152	edition: Update kernel_cmdline and kernel_loader to 2018 edition ... Separated out of CL:1513058 to make it possible to land parts individually while the affected crate has no other significant CLs pending. This avoids repeatedly introducing non-textual conflicts with new code that adds `use` statements. Sonny Rao	6cc352f4fa	crosvm: move kernel_cmdline to it's own crate ... We'll want architecture code to be able to supply and manipulate Linux kernel command lines, so let's move this out to it's own crate and export the interfaces.
