6b06f405ff docs: Use mdformat to format markdown files
The tool is added to ./tools/fmt which will be called during
./tools/presubmit as well as by Kokoro during testing.

This requires a new dev container version to bundle the mdformat
tool in the container.

Note: mdformat does not have any IDE integrations, but the prettier
plugin with prose-wrap enabled and a line length of 100 provides
almost identical results.

105a94aaaf README: Use PNG logo image
Use PNG instead of SVG as Gitiles doesn't render SVG well.
In order to make ImageMagick's conversion work well, fill-opacity and
stroke-opacity are explicitly specified in the SVG.

Also, the PNG image will be put at the bottom of README so people can
read contents at first glance without scrolling over the logo.

ab0ad4caa0 Move virglrenderer/minigbm build into build.rs
Both libraries have previously been built as part of
ci/build_environment/Makefile. This CL moves that behavior into the
build.rs file of rutabaga_gfx.

This is the last third party dependency that we need to build from
source, and allows us to build/test on the host machine instead of
requiring the builder container.

It also allows us to greatly simplify the builder containers, which
I will do in a follow-up CL as we also need to upgrade them to bullseye.

This CL uprevs virglrenderer to include:
https://gitlab.freedesktop.org/virgl/virglrenderer/-/merge_requests/609

and minigbm to include: https://crrev.com/c/3141018

0a91c96437 arch: rewrite FDT writer in native rust
This removes some unsafe code, improving the interface so that it cannot
be misused (e.g. previously, different Vec<u8> instances could be passed
to fdt functions that did not validate the contents).

The new implementation also adds some extra error checking to catch
invalid string values in all API entry points that accept strings, as
well as out-of-order node nesting that would result in DTB data that did
not conform to the spec.

18ce5713e6 bin: Add script to run rustfmt against all workspaces
Add a script to run `cargo fmt` on all Rust code contained in crosvm.
This is different from `cargo fmt --all` which formats multiple crates
but a single workspace only. Crosvm consists of multiple workspaces.

Usage:

    $ bin/fmt

To print a diff and exit 1 if code is not formatted, but without
changing any files, use:

    $ bin/fmt --check
