Grzegorz Jaszczyk 97958834f7 resource: system_allocator: introduce GPE allocator 
In upcoming patches there will be need for allocating unique free GPE,
therefore extend system allocator appropriately.

BUG=None
TEST=Build and run crosvm with WIP patches using GPE allocator.
Additionally trigger simple, introduced test.
