Declare Linux 4.14 as the minimum supported kernel version; this is the oldest stable kernel used on a ChromeOS system, and recent changes require 4.11 or newer now that KVM's immediate exit feature is required. Also put the existing content into a Linux-specific section so that information about other platforms can be added here later.
