VcpuRunHandle was only used to signal immediate_exit on unix platforms; it was unnecessary on Windows. It is replaced with a new VcpuSignalHandle abstraction that is only implemented for cfg(unix). This commit moves the thread local storage out of hypervisor and into the unix/vcpu.rs code; it does not need to be duplicated in each hypervisor backend.
