Noah Gold 44306221c1 devices: Upstream Windows vhost-user net device. ... Splits the vhost-user device into unix & Windows components, and upstreams the Windows side. Note that we can't build devices on Windows yet in crosvm because we have to upstream a fair bit more first (net_util, cros_async, the vmm side of the vhost-user device). Since net_util isn't upstreamed yet, we've made some very minor changes to keep things consistent & building on Linux. TEST=unix is tested by bots upstream & downstream; windows is tested by bots downstream only.
