Dennis Kempin 5b33efd60f infra: Add cargo-nextest to windows builder 
This will be required for running the new run_tests2 test runner
on windows builders.

Crosvm CIPD Packages

This directory contains definitions and scripts to build CIPD packages used by crosvm luci builders.

You must be authenticated with luci-auth and have the necessary privileges to upload new packages.
