Userspace counterpart for the kernel irq-forward module change CL:3599199 which adds support for physical ACPI fixed events forwarding, very similar to physical GPE forwarding. The mentioned kernel change also modifies the ioctl interface to unify both types of ACPI events forwarding, but in a backward compatible way, so this commit is not necessary to keep GPE forwarding working, but it is required for adding support for fixed events forwarding.
