Daniel Verkamp 8943b0c616 kvm: remove KVM_CAP_IOAPIC_NUM_PINS 
This is not in upstream Linux, only used by crosvm-direct, which is
being removed. Partially reverts commit f622e504d3 ("crosvm/kvm:
enable runtime detection of IOAPIC pins").
