Noah Gold 67a814074f docs: add unsafe comment style guidance. ... We've been following most of these practices already, but it seems worth writing them down especially for new contributors. Something new here is `unsafe_op_in_unsafe_fn` which I saw in one of kawasin@'s swap CLs. It seems like a really useful tool to help us convey more subtle safety situations.
