Daniel Verkamp e62287c914 vfio_sys: undo non-upstream change and add it with --raw-line
The VFIO_PCI_ACPI_NTFY_IRQ_INDEX constant is not present in upstream
Linux, so regenerating the vfio_sys bindings removes it. Add it as part
of the bindgen --raw-line so it doesn't get lost when updating the
bindings.

This returns VFIO_PCI_NUM_IRQS to its original upstream value, but this
shouldn't matter since its value is not used anywhere.
