When virtual pcie root port RTD3 is enabled, it will enter into suspend if child device isn't exist. Pcie hp driver disable hotplug interrupt once it enters into suspend state, so hotplug interrupt couldn't be injected into guest if pcie RP is in suspend state. In such case a PME will be injected into CrOS to wakeup itself first, another hotplug event will be injected after this PME.
