This creates a makefile for rutabaga_gfx. Most package managers
seem to still use Cargo to compile, but not packagement. We need
to install headers and the library.
I looked into to cargo-c, but it was just easier to open code it.
BUG=b:173630595
TEST=sudo make install
export LD_LIBRARY_PATH=/usr/local/lib
make and run rutabaga_test
