Modified ioapic implementation for the hypervisor abstraction layer. This implementation has the same functionality and tests as the existing one, but accepts a vec of resample_events instead of a GsiRelay. It also takes a list of irqfds instead of creating them itself. This will be used by the KvmSplitIrqChip, and will eventualy be modified again to support an ApicBus when we want to support a UserspaceIrqChip.
