Jakub Staron cc91fc8252 devices: Add separate seccomp policy for pmem device
This change adds separate seccomp policy for pmem device. Previously,
pmem device was using block device seccomp policy.

BUG=None
TEST=Boot VM and run xfstests on pmem device
