third-party/rust: remove memmap and migrate to memmap2

Summary:
`memmap` is unmaintained and hasn't been changed in over 4 years. `memmap2` is
a fork, which is regularly maintained.

Also bump dependency on `grep` as it removes the last third-party internal
reference to memmap.
